The National Academy for Public Administration, in cooperation with the Regional School of Public Administration (ReSPA), organised two focus groups on 28 and 30 September 2026 as part of an analysis of the implementation and effects of the bylaws of the National Academy for Public Administration.
The first focus group, held on 28 September, brought together civil servants responsible for human resource management, while the second, held on 30 September, involved heads of internal organisational units within public authorities.
The focus groups were organised to examine how existing provisions are applied in practice, based on participants’ practical experience, identify key challenges, and gather proposals for improving the regulatory framework governing professional development.
The analysis covers the Guidelines on the Methodology for Identifying Professional Development Needs in Public Administration Bodies, the Rulebook on Criteria and Standards for Evaluating Professional Development Programmes, and the Rulebook on the Central Register of Professional Development Programmes in Public Administration and the Issuance of Certificates of Programme Participation.
During the discussions, participants had the opportunity to share their experiences in applying these acts, highlight the challenges they encounter in practice, and propose possible solutions for improving the existing system.
The views, experiences and proposals collected will make a significant contribution to the further analysis and the formulation of findings and recommendations for improving these bylaws.
